Submission on Third Bill

Through 2009 the Committee for Auckland committed its full resources to shaping the new Auckland Council.  Members have given considerable time to Select Committee and Local Government Commission tasks

This Third Bill is vital to a vision led and unifying direction for Auckland.  It is, however, lacking in the most basic connections from the Mayors vision into the Auckland Plan.

A bold shared vision for an Iwi Business Consortium has been identified.  The Committee for Auckland has produced a report for Te Puni Kokiri on the stepping stones to achieving full economic integration of Maori with Auckland's commercial environment

The Committee supports the overall thrust of the Commission's proposals despite some under-representation which seems difficult to resolve under the constraint of a 20 member council.  In a letter to the Commission, Kaaren Goodall, Executive Director of the Committee suggests some alternatives.

2025 Taskforce - Closing the Income Gap with Australia/Raising Productivity

Sir Ron Carter, on behalf of the Committee for Auckland has submitted recommendations to the 2025 Taskforce on how we close the gap with Australia.  We focus on Auckland as a solution for New Zealand in the race with Australia, and recommend that the Taskforce includes a cities component.  Three issues for consideration for cities and productivity include: economic infrastructure, making Auckland an attractive place for people and investment, and making more of New Zealand's talented people.

Infrastructure Facts and Issues

The Committee takes an interest in the creation of a National Infrastructure Plan, particularly the implications this will have for Auckland Region.  We have recently prepared a submission to the Infrastructure Facts and Issues document issued by the Government. The (Auckland Council) Bill

Forty volunteers from the 'Changes for Auckland' workshop facilitated by the Committee for Auckland prepared their submission into the current Bill on the Auckland Council, with the next one due in October.

The Committee has an interest in four things

  • The Mayor's leadership roles
  • Making Auckland a great place
  • Effective delivery agencies for Auckland 
  • And working with Government.

The Auckland Council Bill proposes an Auckland Council with an elected Mayor and Councillors, some of whom are elected by all Aucklanders for all Aucklanders.  It proposes ways for Auckland to be vision led, and sets up local Boards for local views and decisions.

Unity-of-purpose

The Committee's submission supports the Bill and we think it could go further with two main things

  1. More ways to enable greater unity of purpose across all the components of the Auckland Council - including the leaders of the CCOs or delivery agencies and the local boards- by giving the Mayor powers of appointment
  2. Capacity for the Mayor's vision to be produced and instigated by the Mayor- and acted on in a way that's aligned, top down but also bottom up through  local community action plans.
  • Electing a Mayor and 8 Councillors from  all Aucklanders for all Aucklanders adds the strength of city-wide views to local views
  • The Mayor can be given more scope to produce and instigate the vision and plans for Auckland
  • A wider range of Mayoral appointments will help build unity and a team approach - we propose the Mayor also appoints the Chairs of local Boards and the CCOs or delivery agencies, and his office
  • What can be decided locally would be decided locally; Local Boards would prepare community action plans with their communities. These reflect local places and communities, and achieve  the Mayor's vision on the ground 
  • A strong voice for voters and elected representatives can be complemented by education, non-government organisations, citizens groups, and business voices on advisory groups - they would have no voting powe
  • If the Mayor is to be the voice for Auckland nationally, there needs to be someone in Government to work with. We have suggested a lead Minister is given this job
  • The Bill makes progress on integrating water.  We anticipate other agencies such as a regional transport agency and a waterfront development agency will  also  led by well chosen independent Boards which bring a range of skills to bear on Auckland's opportunities.

Royal Commission for Auckland Governance

The Committee for Auckland is enthusiastic about the Royal Commission for Auckland's report on Governance. The report continues to be relavant as it gathers together in one place the most comprehensive snapshot of Auckland.

The Committee for Auckland's approach was to prepare 5 case studies and an overarching submission which highlights the need for an effective city-region democratic framework with enhanced leadership, decision making, direction setting and delivery powers.

Our submission along with many others, was concerned with creating a truly successful globally competitive city.  These submissions form a strong body of evidence which provides urgency for Government to progress the new Auckland Council.
